RATES 2018/19
The 2018/19 rates have just been issued and sent out, these are some of the important dates to keep in mind.  If you would like to take advantage of the 5% discount payment needs to be made by 4.30pm Friday 14th September, otherwise full payment is due Friday 5th October.  If you would like to pay your rates on instalments the dates are as follows:

PUBLIC NOTICE - 2018/2019 FEES & CHARGES
At its Ordinary Meeting of Council on Thursday 16th August 2018, Council adopted changes and additional fees and charges to the 2018/2019 Fees and Charges:
  • Well-Aged Unit rental fees were increased by $30/$40 per week.
  • A fee of $50 to access the Waste Site out-of-hours has been added.
  • A fee of $154 for the disposal of asbestos has been added.
  • A fee of $132 for the pick-up of asbestos has been added.
  • An annual subscription fee of $30 +GST for subscription to an online History Resource ‘Guest Area’ via the Shire Website has been added.
These will be put into effect as at 1st September 2018.  Copies of the updated 2018/2019 Fees and Charges are available on the Shire Website www.dumbleyung.wa.gov.au at the Shire Office and both the Dumbleyung Library and Kukerin Library.

PUBLIC NOTICE - PROPOSED LOCAL LAW SHIRE OF DUMBLEYUNG EXTRACTIVE INDUSTRIES AMENDMENT LOCAL LAW 2018
Notice is hereby given that the Shire of Dumbleyung has prepared the abovementioned local law for application.
The Purpose of the proposed Shire of Dumbleyung Extractive Industries Amendment Local Law 2018 is to amend the local law relating to Extractive Industries and to prohibit operating an extractive industry unless licensed, to regulate the industry in order to minimise damage to the environment, roads, property or people’s health and to provide restoration and reinstatement.
The Effect of the proposed Shire of Dumbleyung Extractive Industry Amendment Local Law 2018 is to provide for the regulation, control and management of extractive industry proposals.
The proposed local law is available for inspection at the:

The Purpose of the proposed Shire of Dumbleyung Local Government Property Amendment Local Law 2018 is to amend the local law relating to Local Government Property and to regulate the care, control and management of all property of the local government except thoroughfares.
The Effect of the proposed Shire of Dumbleyung Local Government Property Amendment Local Law 2018 is to control the use of local government property.  Some activities are permitted only under a permit or under determination and some activities are restricted or prohibited.  Offences are created for inappropriate behaviour in or on local government property.

Annual Vacant Block Maintenance
Some residents get the shire to mow their vacant resident blocks before the 1st November. In the latest fees and charges, a new fee was introduced whereby the shire will keep your vacant residential block tidy for the entire year for $253, around the same it would cost for a one off tidy. If you would like to take up this offer, in time for this year’s fire season, please get in touch with the shire before 30th September 2017.

MISSING CAT TRAPS
Our shire cat traps are missing and we are seeking your help to locate them so we can continue to provide these facilities to our community. Inspection of equipment and a bond must be paid at the shire office prior to any equipment leaving the shire depot, so that we can record their whereabouts. If you have borrowed/hired any shire equipment and it has slipped your mind to return it, can you please return it to the shire office ASAP. We appreciate your assistance in locating these items.

​Combined Winter Sports Windup - Save the date!

​The combined winter sports windup will be held on Friday October 5, 2018 at the Dumbleyung Town Hall. Invites will be distributed in the coming week.

​Dumbleyung Darts Club

Dumbleyung Dart Club played against Darkan Blue Wednesday August 22, at the Wagin Club. 
The competition has moved into an A/B grade format for finals and we fell into the A grade section.
Coming up against this undefeated team, things did not start well and we found ourselves at a 5/1 disadvantage early, but perseverance got us to a 5/5 for the deciding game. Unfortunately we lost that last game, but it was darn close. In the end the result was 6/5 in their favour. Games were close and played in good spirit. 
John Lee played well to end with an average of 56.72 and 2 pegs then Don O’Donnell 48.16 1 peg, John Williams 41.16, Ricky Mott 40.36 1 peg, Graham Wilson 37.38 highest score (= 1 peg) and Ricky Noble 34.

Kukerin Dumbleyung Football Club

B Grade Grand final berth secured!
A solid win by the B Grade in the semi-final played at Williams on Sunday 26th August has secured Kukerin Dumbleyung a berth in the Grand Final!    
           
After a low scoring first quarter the end result was Katanning Wanderers 2.3-15 to Kukerin Dumbleyung 8.8-56.

Goal Kickers were S. Jefferis (3), N. Ditchburn, C. Doney, L. Ward, J. Ward and C. Shotter.
Best Players for this important game were D. Head, J. Harrison, C. Doney, R. Hall and N. Ditchburn.

Kukerin Dumbleyung will play the winner of Katanning and Williams, who tussle it out this Sunday 2nd September.

The grand final will be played in Boddington in a fortnight’s time, on Sunday 9th September - keep the date free to head along and support the lads!! Go Cougars!!

​Dumbleyung Men’s Hockey

Dumbleyung had a solid 4-1 win against Pingelly for the last fixtured game of the season on Saturday 26th August in Wickepin. The win meant a great result, finishing third on the ladder. 

It was a great game to watch! The team defended really well and there was plenty of attack with many missed opportunities to score. Courtney Bairstow received a stick to the jawline which meant a quick berth on the sideline due to the blood rule.

Well done to Regan and Courtney Bairstow for their commitment to the sport, having raced back from the Nullarbor Saturday morning.  Thank you to Scott Angwin for umpiring, being unable to play due to injury. 

Thanks again to Liam Hansbury and Rohan Morris for playing.

Better players Mark Smith, Shane Hall and John Bride. Goal scorers were two each for Mark Smith and playing coach Courtney Bairstow.

The men play in the semi-final this weekend September 1, against Williams on the Narrogin turf at 1.15pm. Good luck guys!!

Dumbleyung Netball Club

Ducks semi-final farewell
Our Dumbleyung Ducks played Cardinals Force 1 in the first semi-final for Division 2, with the winner to advance to the preliminary final.  This was the first final some of our players have ever played which is a huge achievement and a game for all to remember.
 
A few position changes, finals fever and nerves, had our Ducks working hard across the court.  With our strong defence, our Ducks recovered the ball throughout the game from rebounds and pressure on Cardinals attack to work up to our goal end.  However, Cardinals took advantage of our unforced errors which saw them convert and take the lead early in the game.
 
The final score was Cardinals Force 1 (35) to Dumbleyung (25).  While all our players played their hearts out, best players for Dumbleyung were Clare Smith, Roisin Lynch and Tegan Hall. 
 
That was our final game for 2018 and while it is sad to be hanging up our netty dress for another year, it was another great year for our Ducks and one our players and members should be proud of!  We welcomed five new members (as well as six babies pre-season and during the season plus one on the way), all players achieved their goals they had set for the season and we had the fabulous support from our community whether it be watching the game, reading the Quack Chat article or a chat in the street. 
 
Sadly, we do farewell one of our Ducks this season with Chloe McDougall leaving our Club.  Chloe has achieved so much at the Dumbleyung Netball Club from winning many awards including our fairest and best, as a dynamic executive member and fundraiser and her legacy, organising our latest uniform (which we wear with pride).  You will be very much missed on and off the court.  We wish you, Bevan, Hugo and Baby McDougall all the best in Lake Grace and look forward to filling out a KNA visitor pass every now and again.   
 
Thanks again Ducks and supporters for another wonderful year!  Looking forward to celebrating with you at the Winter Sports Wind-up Friday 5 October at the Dumbleyung Town Hall.

Firstly, thank you to all who worked tirelessly on Thursday to have the course in tip top shape and to everyone who has contributed to making our course over the year the best around. 

Saturday August 25, saw the elimination finals played commencing at 8.30am with thick fog to challenge the men.  It was out of sight and up in the clouds, but clearing by the time they got to No 7.  This didn't really deter the way they played and it probably helped some of them to actually stay on the fairways.  Results: Jamie Dare def Dave Wall 2 up; Ricky Mott def Paul Ward 6 up as Paul commented he didn't play badly Ricky just played brilliantly having a 40 on the front 9; Lee Smith def Garry Bateup 4 up, Eric Gossage having the bye. 

The second round was played in the afternoon with perfect weather and no sign of the fog of the morning.  Eric was tested to the last hole defeating Jamie Dare 1 up; Lee Smith def Ricky Mott 4 up; Tamara Bartram def Liz Dare 8 up; Davina Gossage def Sharlene Powell 1up going to the last hole when Davina need a good putt, which she hasn't been doing lately, but at last just Geronimo, a winner,  clinching a place in the finals.  Good Luck to Sharlene who is playing off in the Championships in Katanning on Wednesday and also being a Grandma again.   

The Stableford comp was won by "Red Bull" Marc Ball with a great score of 41 points with runner-up Karl West on 40 points. Karl is welcome any time, especially the tasty nibbles he brought along to share.  A familiar face in Brad Ward was a welcome sight for all and he definitely hasn't changed much in the last year, still the same old same old if you know Brad.   

Thursday is our Midweek day so get a partner and come along.  Next Saturday 1 September will be a Stableford sponsored by Edwards Holden and the following Saturday is the Championship Finals.

Landcare Update

Rabbit control in urban and semi-urban areas
  • Eliminate the rabbits (trap, poison, fumigate, ferrets).
  • Prevent rabbits from entering the area (fencing).
  • Limit the amount of damage (harbourage modification, tree guards, repellents).
Warren fumigation
  • Rabbits use warrens as refuges and for breeding. Fumigation is the best method to use when a few rabbits live in widely scattered warrens or inaccessible areas. Fumigant tablets (commonly Phostoxin®) are placed in burrows to release poisonous phosphine gas.
  • Fumigation can be used effectively as a follow-up technique to poisoning and warren ripping.
  • For spot treatment of small, isolated rabbit infestations.
  • Where ripping is undesirable, because of the risk of soil erosion or damage to conservation areas.
  • Where the poisons 1080 (sodium fluoroacetate) and pindone cannot be used because of the risk to non-target species, or where poison baits are unwanted.
  • When the rabbit distribution has declined under temporary harsh climatic conditions and rabbits are surviving in a few isolated pockets
  • For phosphine fumigation to work effectively, the gas must build up quickly to lethal concentration throughout the warren. This will not happen if the gas is released from the tablet slowly - under these circumstances rabbits may have time to dig their way out. The speed of release of phosphine depends on the amount of moisture in contact with the tablet. To ensure fast phosphine production, always wrap the tablets in moist paper just before putting them in the warren.
1080 one-shot oat bait
Under most circumstances, and mainly due to safety concerns, 1080 poison cannot be used for rabbit control in urban areas. However, under special circumstances 1080 one-shot oat bait may be supplied to landholders for agriculture protection or conservation purposes, provided that associated potential risks are manageable. Authorised landholders can purchase and lay baits containing 1080, but these products are only available from licensed commercial S7 retail outlets and a permit required before baits can be purchased.
A 1080 Baiting Permit application form must be submitted the DPIRD who will then conduct a risk assessment for the baiting proposal.

Pindone baits
Pindone is an anticoagulant with an effect like products used in some rat poisons.
It can sometimes be used near settlements where pets might be at risk from 1080, because unlike 1080, an antidote is available for Pindone.
However, Pindone poses a risk to native animals including kangaroos, birds of prey and perhaps bandicoots. The poison must not be used in the presence of these animals.
Warren ripping
Areas where warrens have been destroyed by cross-ripping the soil are much less likely to be recolonised by rabbits. A tractor-mounted ripper is used to penetrate the soil to a depth of at least 60cm.
There are a few local ripping machines located in the district that may be suitable to carry out this activity.
Rabbit-proof netting
Rabbit-proof netting fence has been available for many years and has proved to be an effective, long-term control option when properly installed and maintained.
Care must be taken to repair any breaches as soon as they are noticed to ensure long-term control is maintained. Any gates or entry/exit points within the fence should also be made as rabbit-proof as practicable.
This could be a costly exercise; however, these costs may also be reduced if there is an existing fence on which to attach the rabbit netting.
Harbourage removal/modification
Make your property less attractive to rabbits by removing all available rabbit harbour. For example, where practical, destroy any rabbit warrens, remove rock piles or wood heaps and keep your garden and surrounds tidy and weed free.  A chemical weed control break around the house yard may prevent the rabbits from entering the area. If your pet dog is keen to chase a rabbit you can restrain the dog near the rabbit nesting area for a short time to create a predatory presence that may scare the rabbits from entering under the house. Eradication of rabbits becomes harder once rabbits establish in an area and then it becomes a dedicated job trying several different methods to eliminate them.

  • Great Aussie Crunch – the school is taking part in the Great Aussie Crunch on Tuesday September 4, joining with other schools to simultaneously crunch on fresh vegetables and have fun doing it! Please ensure your child brings some fresh, washed vegetables to crunch on.

Dumbleyung Primary School
  • Last week a permission slip regarding the school Faction Athletics Carnival (to be held Friday September 7) went home with information about the day. Incorrect information was in the letter regarding uniform. School Council decided that all children will wear their school logo t-shirt and a wrist band in yellow or green will be worn to depict what faction they are in. Wristbands have been ordered and will arrive this week.
  • Hand, Foot and Mouth is circling around the community at the moment. I would like to remind parents to be vigilant in keeping children home if they appear unwell. Watch out for a fever and possible runny nose, blisters will appear after this stage. Please keep children home while they have visible blisters on their hands, feet or mouth.
  • You may have heard that NAPLAN Online was introduced in 2018, with 274 schools Western Australian schools participating. Our school will be transitioning to NAPLAN Online in 2019. NAPLAN online will provide better assessment, more precise results and faster turnaround of information. During late August/early September 2018 all students in year 3 and 5 will participate in a trial of the assessment platform.
  • A Public School Review process by the Department of Education will begin next term, and Dumbleyung Primary School has been chosen in the first round. A review team will assess all aspects of our school regarding teaching and learning, community relationships and partnerships and student performance and progress. The reviewers will be visiting in week 5 of Term 4 and a detailed report will be provided to us/made public upon completion.

This epic achievement has raised thousands of dollars with 100% of all proceeds of this day based on commercial crouching rates will be forwarded to Megan Henry. To firstly remind her that her community stands with her as she challenges a life changing operation and also to remove some of the financial load of going interstate. There have been many special times in 25 years living in Dumbleyung.....the efforts of Saturday and Monday rank right at the top of that list.
Thank you to each and every person who contributed in any way across many ways on the day and leading up to the days. You are all amazing humans!

Donations for the Drought via Dumbleyung Men’s Shed

Do you want to provide a donation to those effected by the drought but don’t know how? The Dumbleyung and Districts Men’s Shed is taking donations to help those in need. An initiative of Albany Men’s Shed, the Dumbleyung Men’s Shed is jumping on board and asking any locals who would like to donate to contact Bob Hannah 0417 183 873, Graham Wilson 0428 492 635 or Lee Forward 0427 048 486 by the end of August.

Defibrillators in our Shire

Recently the Shire has purchased new Defib machines and we now have them located locally at the:
Dumbleyung Pool/ Golf club (seasonally shared), Dumbleyung Ag Supplies, Dumbleyung District Club, Nenke Park Pavilion, Kukerin Health Centre & Lake Dumbleyung. 
 
We would like to make sure everyone has the skills and confidence to know how to use the Defibrillator. (It’s not difficult!)
We would like to offer one of our friendly, skilled, local volunteers to up skill you and your club/ group.

​To opt or not? My Health Record Webinars available

As you may have read, heard or watched in the news recently the new online platform, My Health Record has been released and there is a current ‘Opt out’ period which will end on November 15, 2018.

So what is My Health Record (MHR)?
My Health Record brings together all your health information from healthcare providers and Medicare. It is an online platform that can include details of your medical conditions, treatments, and medicine, allergies, test and scan results. Healthcare professional (e.g. doctors, specialists, and hospital staff) may also be to see your MHR when they need to, including in an accident or emergency.

This year every Australian with a Medicare or Department of Veteran’s Affairs number will have MHR created for them, unless you choose to opt out. The owner of the MHR (you) can choose who can access the information on your MHR though all documents are set to general access for healthcare professionals by default.

An online based system there has been a lot of discussion about privacy and security of details that will be available on MHR. To help you make a decision as to whether you would like to keep your MHR or to ‘opt out’ the Consumers Health Forum of Australia have/will host a series of six webinars.

The webinars will cover the following topics,
  1. Privacy and Security (webinar date August 8)
  2. Overview of Digital Health (webinar August 23)
  3. Benefits of My Health Record (webinar August 30)
  4. Risks of My Heath Record (webinar September 6)
  5. Digital Inclusion, Health Literacy and My Health Record (webinar September 13)
  6. Consumer Estimates (webinar October 4)

The webinars began on August 8 and will conclude on October 4. Each webinar is approximately 1 hour long and the CRC will show these in the large meeting room (at the CRC) on the Friday morning following the date the webinar was recorded (see above) for a gold coin donation. The CRC will also catch-up on the previous webinars (webinar one and two) if there is enough interest this Friday August 31.

​Twilight Markets come to Dumbleyung!

We’re mixing things up at the CRC and moving the traditional Saturday morning markets to a Friday evening and combining it with our 3rd Birthday Party. Every October the Dumbleyung CRC celebrates its birthday with and thanks the community for their support by hosting a family friendly street party including bouncy castle, face painting and delicious food van. 

This year were seeking to include a variety of stall holders to create a twilight market at the event. We’re calling for any handmade, homemade, preloved or at home businesses to host stalls at our twilight market and 3rd birthday party on Friday October 19 from 4pm til 8pm.

Stalls are only $15 and stall holders are asked to supply any table, displays etc. With over 100+ people attending the CRC’s birthday in previous years we hope for a great night out with lots to see and do.

Moh’s Malaysian van will be onsite providing delicious Malaysian cuisine, the CRC bouncy castle will be inflated to keep the kids busy and Mary’s face painting will be here too. A BYO event the twilight markets and CRC birthday celebrations will be held next to the CRC on Dawson Street (between Violet Lane and Absolon Street).

​Community Spirit Soars for Megan

Do you ever get warm fuzzy tingles when watching or reading a good news story? Well, this story is one of those!
 
There were two very busy days at Jamie and Lou Dare’s property on Saturday August 25 and Monday August 27 with over 50 contributors and 4500 sheep crutched – and all for a very good cause, Dumbleyung/Wagin local Megan Henry!
 
A mammoth fundraising effort by all involved (from crutchers, pusher uppers, yard guys, draggers, shed helpers, support crew and amazing community cooks who donated food) to raise funds for Megan Henry’s treatment and support as she undertakes surgery for the rare and complex Congenital Venous Malformation of the Mediastinum, neck, throat and head.
 
In the face of adversity the small town pride kicks in and shines brightly and no brighter than it did on Saturday and Monday. It soon became apparent that this fundraising event was much more than that. It was about community capacity building, community spirit and recognising how wonderful small communities are in supporting the ‘extended family’ ; the non-blood brothers and sisters, sons and daughters, aunts and uncles.
 
This community spirit was captured in everyone’s comments including, ‘”God I love days like today, what a wonderful community we live in!!”, “We sure are lucky. Is great to know whatever life brings, there is a community to walk the hard road with whoever needs it” and “What a day, just a fabulous bunch of people. So much food. Awesome job community.”
 
Many community members donated delicious food to keep the busy crews powering through the sheep from jelly cakes, sausage rolls, and sandwiches to beetroot chocolate cake – what a spread!! "It is like days gone by", said one.  "Pass me the melting moments", said another with a mouth full of mini quiche.
 
Not only was this effort for Megan, but also for Ethan and Marshall and Clem Henry, to show them the support they have across the community.
 
A huge thank you to all involved including Dazza Shearing Contractors (Helen Walker), Barlow Shearing Contractors (Huia Barlow), Clem Henry Shearing Contractors (Clem Henry), Jamie and Lou Dare for organising and hosting the two fundraising events and all the wonderful skilled volunteers.
 
Overall, congratulations and thanks goes to all involved! Approximately $10 000 was raised. What seemed a logistical nightmare was undertaken with ease by experienced locals.

History making premiership for the Souths!

Wow!! What a year Lake Grace-Kukerin Hockey Club have had!
 
This year has seen the Lake Grace-Kukerin Hockey Club (Souths) form a men’s team which has been a great addition to our club. C Grade finished 2nd on the ladder, B Grade Women finished 3rd, A Grade Women finished 1st and the Men finished 2nd.
 
All four teams made it to the grand final in what was an intense finals series. This is a fantastic achievement for our club after enjoying four seasons of our amalgamation. Unfortunately C Grade and B Grade went down to Corrigin 2/0 and Kulin-Kondinin 1/0, respectively in the grand final.
 
A Grade Women enjoyed a great win over Kulin-Kondinin with the final score at 3/1. Goals to Tahryn Trevenen (1) and Melissa Eynon (2). Kelsie Adams was awarded Best on Ground for the grand final and has also been awarded Association Fairest and Best.
 
The men won their game against Corrigin with the game going into extra time (still no score after 7.5 minutes each way), flicks and then sudden death flicks. Great work by the team, especially the goalie, Cameron Bushby!
