FUNDRAISING OPPORTUNITY - Expressions of Interest - Horse Paddock Lease
Expressions of Interest are invited for a three-year lease of the land known as the ‘Horse Paddock’. The lease will run from 1 March 2020 to 28 February 2023 and will be given on the proviso that once during the three years a legume crop is grown and a one tonne per hectare lime program is carried out within the first year of the lease.
Expressions of interest close at 5:00pm on Wednesday 11 December 2019 and are to be sent to the Shire for the attention of Ms Zoey Eyre, PO Box 99 Dumbleyung WA 6350 or emailed to zeyre@dumbleyung.wa.gov.au.
 
SHIRE OF DUMBLEYUNG SALE OF UNUSED MATERIALS (FENCING)
The Shire of Dumbleyung proposes to dispose of the following fencing materials surplus to the requirements of the Fence Road Project and is seeking offers to purchase the material.
The cost to replace these materials is estimated at between $7,500 and $8,000. A reserve price has been set, and the materials will not be sold if this is not reached.
Persons wishing to purchase the materials should provide a written offer, addressed to the undersigned, and delivered to the Shire Administration Office or emailed to  ceo@dumbleyng.wa.gov.au by 4.00pm Friday 16 November 2019, stating the amount being offered for each separate lot.

COUNCIL WRAP UP
Following elections, Cr Julie Ramm has been elected unopposed as Shire President and Cr Jacki Ball has been elected as Deputy Shire President.
Decisions from the Ordinary Meeting of Council held in Dumbleyung 24 October 2019.
  • The Shire will be conducting an Extraordinary Election on 17 January 2020 to fill one vacancy for the North ward. Advertising will commence soon, and the official nomination period will be 4 December to 11 December 2019
  • The Shire approved an additional service charge for the Fence Road Drainage Scheme to cover the cost of damage repairs and annual administration fee to be charged at an equal rate per landowner. The disused fencing material will be re-advertised with the addition of a reserve price
  • Council will provide a response to the Department of Local Government, Sport and Cultural Industries regarding the proposed Draft Code of Conduct and Draft CEO Standards

As part of the funding of repair for the Fence Road Drainage Scheme, the Shire will be disposing of the disused fencing materials. A separate advertisement will contain the details including that a reserve has been set and that if the highest bid is under the reserve it will not be accepted.

Restricted Burning Period – It is unlawful to set fire to the bush during this time except in accordance with a permit obtained. The Restricted Burning Period can be varied i.e. shortened, extended, suspended, reimposed by the Shire 14 days at a time if seasonal conditions require.

Kukerin Bowling Club

The annual A. & M. Williams bowling classic was played at the Kukerin bowling club on Tuesday and Wednesday of last week. Once again the event proved to be a huge success. Played in fairly hot conditions on Tuesday, but a cooler and pleasant day greeted players on Wednesday.  Teams attended from Albany, Middleton Beach, Emu Point, Gnowangerup, Kojonup, Dunsborough, Leeman, Sorrento, Mundaring, Safety Bay, Manning, Quairading, Dumbleyung, Lake Grace, Newdegate, and Kukerin.  The first day saw a lot of high class and close games with only one team getting through undefeated.  Day two provided the usual changes in fortunes and going into the last game any one of a number of teams had a chance to feature on the winners list. The Manning team who had been undefeated to this point in time, lost to last year’s winners, Dunsborough. However they had just enough shots lead to win the event on five wins plus 26 from the Dunsborough team on five wins plus 25.  The Kukerin team were placed third on five wins plus 6.

First day winners were Clem Henry’s Dumbleyung side, and second day winners were the Sorrento combination.

The club thanks all visiting players and our many sponsors for their continued support of this event.  Also special thanks to our small group of ladies who do a wonderful job of catering every year, which always draws praise from all visiting players.

Last Saturday Kukerin hosted Kondinin for our pennant game. One Kukerin rink jumped out to a commanding lead early whilst the other three were in an intense contest. At the end of the match Kukerin won three rinks to one by the narrow margin of thirteen shots and a winning score of 7—1.  On Sunday the club triples were played. Unfortunately a number of players were unavailable to play, however two teams of men and one mixed team played a round robin for the event. The combination of G. Smith, T. Adams, and M. Stephens won the event with a win and a draw.  This team will now represent Kukerin at the league triples in mid-December.

Next Saturday Kukerin will travel to Karlgarin in what promises to be a good contest on their home green.  At the time of writing it is planned to travel as a team by bus, with final departure time to be advised.  There will be pennant practise on Friday afternoon from 4.45 pm for all who can be available.

Next Sunday there will be organised social bowls commencing at 1.30 pm.  Hope to see a good attendance as harvest will be commencing very soon.

Landcare Update

Landcare Committees hold their AGM in Dumbleyung
As there are two Landcare Committees operating in the Shire it means twice the work for most Committee members, however while the interest remains it is valuable for both committees to continue to function. Although membership is similar on both committees, they have varied and different responsibilities and goals.

The Land Conservation District Committee held its inaugural meeting on the 19 November in 1986.
Those who attended include, Terri Lloyd, Rodney Wright, Owen Mott, Rodney Frost (longest serving member to date) , Owen Dare, Dennis Frost, Terry Bowen (Shire CEO) and the Agricultural Department Reps were; Keith Lindbeck, Ronnie Omar and Joe Burdass (OIC, Ag Department, Katanning).

Owen Mott nominated Owen Dare to take the role as Interim Chairman.

Dennis Frost agreed to be Interim Secretary and henceforth a Committee of 9, including Joe Burdass and Jeff Patterson formed the LCDC which is still operational 33 years later. Owen Dare retired in 2016, having been an inaugural and active member on both committees. This being a prodigious effort by all account!

Today the LCDC has 11 members and it provides financial support to these local activities;
  • 50% subsidy to Landowners if they order maximum of 1000 seedlings.
  • $100 donation to each School to purchase educational books for the library or donation towards end of year School Achievement Awards.
  • 50% subsidy to Landowners when they purchase 1080 fox baits or pindone rabbit bait.

  •  which will be available for use next year for a nominal donation.
  • The LCDC donated $500 to The Society of Precision Agriculture of Australia Workshop which it hosted in partnership with the CRC in April, 2019 attracting 50 participants with 2 local Landowners (Bradon Mott & Glenn Ball) presenting their personal experience of adopting and implementing elements of the Seeding Guidance system. Many Thanks to the CRC for assisting with this very successful workshop.
  • It also provides a local link between the Government Departments and Landowners, particularly if the Landowner is seeking permission to either install deep drains or clear paddock vegetation for agriculture or other reasons.
 
Following the AGM, a new Chairman has stepped up to replace Jon Adams who has been at the helm steering the ship for more than 10 years, previously a Committee Member (since 1996), including a stint as Vice Chair. As Jon resigns from this position he will be honoured for his enthusiastic approach and involvement with to the local Landcare movement and related activities. As well as for the wider region, having represented the Committee at the South West Catchment Council meetings on many occasions and being the only Landowner representing the Catchment extending from Dumbleyung to Augusta. Jon will remain on the Committee to support the new Chairman.

The size of these shoes was no deterrent for Hayden Gossage, who has bravely accepted his new role and with his progressive ideas the Committee welcomed Hayden to the position. “Congratulations Hayden on your appointment”. As a footnote, Hayden has been managing the Dumbleyung Landcare Zone Facebook page since March 2018 and has achieved 245 likes and 254 followers, another success story using technology to keep people informed.

The ship can’t sail without a crew and acknowledgement and thanks extended to the current Committee, Todd Gray (Vice Chair and Land Use),  Marilyn Hasleby and Grant Lukins (Shire Council Representatives), Kevin Powell (Honorary Treasurer and Land Use), Harley Bairstow, Rodney Frost and Jon Adams (Land Use) and John Paul Collins (Department of Primary Industries and Regional Development Representative from the Katanning Office).
 
Dumbleyung Landcare Zone
This incorporated group, has operated as the Dumbleyung Landcare Zone since the Blackwood Basin Group commenced forming zones, these areas are identified as entire drainage catchments with one outlet. Lake Dumbleyung was identified as the Upper Drainage Zone and when this was formed the Shire took on the responsibility of managing the finances, employing the Officer (with the available and generous funding provided in the early years) provided an office, vehicle and local accommodation.

This partnership has continued for 19 years!

The Zone Committee has a wider community representation, including Todd Gray as the Chair, the new Vice Chair, Hayden Gossage and various Catchment Reps including, Harley Bairstow, Jon Adams, Rod Frost, James Bennett, Kevin Powell, Stephen Wigg and Robert Temby (who is also the new Rep to attend SWCC meetings), Mel Capper (Dumbleyung Primary School), Cr Julie Ramm and Cr Grant Lukins (Shire) and Peter Crispin, Shire CEO (Treasurer), J.P. Collins and M. Kruger (State Government Agencies).

The Zone takes on the responsibilities of overseeing the Federal, State and Local Grant programs while the Shire manages the project finances. There is far less projects funded now, previously SWCC funded several projects across the Shire involving many farming properties. The current local project is “Protecting bush areas to facilitate the protection and movement of the Mallee fowl” involving fencing 84.5ha of bush and supplying 1080 baits to lay adjacent to a Reserve to control foxes. The Federal funding has significantly diminished!

The State NRM also delivers funding to Landowners, targeting revegetation and fencing bush sites and there is still strong interest every year from Landowners seeking assistance to implement these activities. Other activities are the management of pest and declared weeds for private land, roadsides and shire managed reserves. Education and training activities, landcare promotion, farm visits, Shire related water and Fence Road Drainage issues and general administration including the process of adopting new rules for the Incorporated Group.

Following the AGM last Friday October 25th, most of the members adjourned and attended Along Came Henry Café for a coffee and a light lunch, curtesy of the LCDC as a thank you to members and others for their continuous support to the Landcare Committees.

Over 43,000 West Aussies participate in CRC community events!

Yes you read that title correctly! A whopping 43,021 West Aussies have participated in activities that create or improve community connectedness and capacity by attending workshops and events the Community Resource (CRC) network provided between October 2017 and 30 June 2019. The CRC network has also delivered government and community information services to 84,369 people, up by 49,903 people on what was aimed to be delivered – a shameless and loud, ‘woo-hoo’ for the CRC network!!

From October 16 to 18, 2019 the Dumbleyung CRC coordinator Alison Gray and trainee Ella Grundy were fortunate to attend the annual Linkwest conference with fellow CRC’s and Community Neighbourhood Centres (our metro equivalent). The conference is always a great opportunity to network with others, learn how we are tracking as a network (and from the stats we’re pretty stoked!), hear from inspiring key-note speakers and attend workshops that will help us to be the best community hub we can be!

Over the three days we attended seven different workshops from how to succeed in social media, Jobs Australia workshops, social enterprise development and participating in Open Space discussions. Always a great learning experience, we were grateful to have won a free place at the conference and have our trainee Ella attend. A very new experience for our trainee, Ella shares her experience of the conference below.

I recently attended a three day conference earlier this month from October 16 to 18 at Pan Pacific Hotel in Perth. Hosted by Linkwest the conference theme was P3 – People, Place and Partnerships.
 
One of the workshops I attended was ‘Committees unpacked’.  The workshop was very interesting it was about using effective leadership skills in your community and for your volunteers.
 
I particularly enjoyed the workshop ‘How to succeed in social media’ presented by Anna Hill of Hancock Creative. Social media plays an important part in any business and I gained great insight to posting content which encourages greater engagement with a target audience. The workshop also showed a PowerPoint on how to navigate Facebook and view your business/organisations insights and/or statistics. Social media can help to educate, promote and gain more interest in your business/organisation.
 
I enjoyed meeting other people from other Community Resource Centre’s and Neighbourhood Centres.  It was a great way to discuss and relay how other centres run and bounce ideas off each other to benefit the whole community resource centre network. 
 
Overall, the conference was inspiring, interesting and informative! We had the ability to meet with key funding body the Department of Primary Industries and Regional Development (DPIRD) and learn how we are tracking as a network and also what our future funding may look like! So what does the glass ball of future funding look like?

We’ve been fortunate to have received a two year extension on our current contract which will take us to June 2022. Past this date? A proposed tender for a five year contract which would take us from 2022 til 2027 – very exciting! So whilst we wait to see what the tender may look like the CRC network will be actively engaging with DPIRD to provide key information on how we move forward and deliver needed community workshops, events and services to regional WA!

We couldn’t fit all of the below into the article but here’s some other awesome and fun facts about the CRC and Neighbourhood Centre (NC) network!

  • There are more CRC’s and NC’s in Australia then there are McDonalds (+1000 centres vs. 970 McDonalds)
  • CRC’s have provided Video Conferencing services to 2222 people (October 2017-June 2019)
  • CRC’s and NC’s provide employment to more than 750 people
  • CRC’s and NC’s host over 1000 community groups and services each week
  • 56% of centres are located in rural and regional communities (populations below 3,000)
  • In total around 1200 people volunteer on the management committees of CRC’s and NC’s
  • There are approximately 80 trainees employed across the network with CRC’s employing approximately 75 of these.

No size an issue for local Pilots

Last week, Monday October 21 to Wednesday October 23, the Dumbleyung CRC hosted Competent Solutions to facilitate a nationally accredited Heavy Vehicle Pilot Course. A long 2.5 days including theory and practical training, participants are now ready to take to the road with the correct protocols as directed by the Department of Main Roads.

Discussions with community members and with the Department of Main Roads started the planning of this course coming to Dumbleyung. Changes and constant updates to the regulations saw many people need to complete the Piloting course for their business requirements. A total of 18 people completed the training with participants travelling from far and wide including the Shires of Katanning, Wagin and Kent to participate.

St Peters - Badgebup

The idea of building a church was that of Mr JC Warren after his eldest son, Campbell, was killed in the 1914-18 war in France on August 16th, 1918.

Relatives and friends helped with financial donations and the residents of the district were a wonderful help in carting a lot of the stone from the quarry on 'Dyliabing', Mr Warren's property seven miles away.

Mr. Warren and son Gilbert did the quarrying of the soap stone using dynamite to blast it out.  There is a jade stone above the foundation stone that came from the old family farm property in South Australia, 30 miles from Adelaide.   

The Architects were Messrs Eales & Cohen of Perth. The stone masons, Mr Thorpe and Mr Wright.  The lime came from Mr. E.A. Clegg's property just south of the Church.

Most of the pews and other fittings were donated.  The bell was given by a relative in England who had it sent out from there.  The roof was originally sheoak shingles and was later replaced with tiles and now tin.

The block of land on which the Church stands was donated by Mr. R.L. Richardson who owned the Badgebup Store.  The foundation stone was laid by Mrs. J.C. Warren on the 4th February, 1922 in the presence of Bishop Wilson of Bunbury, Canon Burbidge rector of the Parish, and a crowd of local residents.

The Church was consecrated by Archbishop C.L. Riley (owing to the illness of Bishop Wilson) on the 16th September, 1922.

The first christening in the Church was on the 23rd April, 1922 when there was no roof or floor in the building.  The first wedding was in September, 1923.

The red flowering gum in the Churchyard was planted in 1934 by Sir Maurice Hankey (Secretary to the British Cabinet) who was a cousin of the Warren family and was out here on matters of defence.  Sir Francis Newdegate, when passing through by train, stopped as arranged and came across and planted a tree.

Note - 2007.   Monthly Anglican services are held in the Church. It is Heritage Listed. The jade stone has been stolen - dug out of the wall.  Two brass artillery shell casings used as altar vases, a brass cross (and maybe other things) also stolen. 

The Church was surrounded and the porch singed by a large Bushfire in December, 2005.  All trees and bush were damaged - most killed.  I doubt the red gum survived but must check. 

St Peters is on the Katanning – Nyabing Road, about 35 km from Katanning or you can go via Sturgess - Datatine  South Road off the Dumbleyung / Nyabing Road. It has a website with a map; search St Peters Badgebup.

We’re not claiming to be the gurus of Apple but the Dumbleyung CRC hopes to help you answer any burning Information Technology (IT) questions you may have on Friday November 8 from 10am til 12noon.

Two hours for you to pop in at your own pace and ask us how to navigate your iPhone, smartphone, laptop or computer. All we ask in return for us (hopefully) getting to the bottom of your IT question is a gold coin donation to the CRC. We may also be able to help you update your iPhone or iPad software if you have your apple id and password (cost of wifi separate).

So bring along your device, a gold coin, any passwords that may be needed and ask us your IT questions on Friday November 8 from 10am til 12noon. No registration necessary just pop in!

Dumbleyung Primary School 

  • Thank you for all attending the learning journey afternoon and Assembly last term. The parent’s interest, support and encouragement in what their children do at school plays as an important role as having a positive attitude toward learning.
  • The Triple P Parenting Seminar for Wednesday the 13th of November, Triple P Parenting is all about raising kids easier and how to happy and confident kids and how to encourage their behaviour. Please stay tuned for a confirmed time and location.

Kukerin Primary School

  • Kukerin Primary school invites everyone to attend the Senior Week celebration afternoon on Tuesday 12th November from 1.15pm. Please enjoy an afternoon with fun activities with students followed by afternoon test and a school assembly.
